Cigars can indeed be purchased online for delivery to Qatar. Personal imports are limited to 50 cigars (or 400 cigarettes / 500 g of tobacco) duty-free. Beyond this threshold, items are subject to a 100 % import duty on tobacco products in base of the Qatar Country Commercial Guide. Additionally, Qatar imposes excise taxes—such as a minimum duty of 200 QAR per 1,000 cigarettes—and all tobacco products are taxed at 100 % of the CIF value or at this minimum rate, whichever is higher. Importation must comply with Ministry standards and proper labelling; non-compliant shipments can be returned or penalized according to Law No. 10 of 2016.
